# E0 — DOC80 Core / Memory Control Plane Charter

**Charter:** E0 (DOC80 core — contracts, registries, proof spine)
**Owner:** DOC80 (the new core member; foundation of the DOC80 family)

## Why this charter is first

E0 defines the cross-cutting contracts that every other DOC80 family charter consumes:
- ReasonCode registry (ADQ-310 unblocks E1/E2)
- ContextProduct contract (ADQ-203 — DOC24 binds to it)
- MemoryContextPlan contract (ADQ-211 — DOC24 binds to it)
- PromptShellVariant / Registry / LearningContract (ADQ-208 — DOC24/KDA/BDSM bind to it)
- MemoryFlowCertificate (Skeletal §10.2 + ADQ-207)
- Proof spine (ContextPacketProof + RenderSafetyProof contract)
- Cross-cutting registries (warrant-degradation-trigger, domain-profile per ADQ-313)
- V5 non-goal + manual deletion statements (Skeletal §10.1, §10.2)
- MemoryMutationEnvelope / MemoryProvenanceGraph (NAMED concepts; schema bodies deferred to Stage 7)
