# Stage 5R3 Pass 1 Architect Decisions Before Pass 2

Inventory-only list of decisions or confirmations needed before Pass 2 retargeting. This file intentionally excludes archive/operations lineage rows and OP-A §9 entries already marked resolved or clarified.
