# E0 / DOC80 Core — Ratification Record

## What is ratified
The **DOC80 Memory Control Plane Core** charter — `DOC80_Core_Charter_Draft.md` (R1 + R2 + R3 + design-pass fixes; 1,869 lines) — is ratified as the operative DOC80 core member spec and the input to Stage 7 schema-body work.

## Basis (the full chain)
1. **Drafted** (Claude Code, fast mode) + Claude Code self-audit.
2. **Red-teamed** — ChatGPT 5 Pro ("Final A-Grade") + Claude 4.8 (UR-01–48).
3. **Adjudicated** — Card 1 → R2 (~80 edits) → R3 (§22 egress full-replacement + 11 non-egress lock items); each card itself red-teamed (both `RATIFY_WITH_MINOR_FIXES`) and confirmation-passed (Claude `R3_LOCK_READY`; ChatGPT `R3_FOLD_FIX_NEEDED` → swept). Synthesis discipline applied (all positive-net-value fixes; value-tiered).
4. **Applied** (Claude Code commission) — R2 + R3 folded into the draft; §15.5 regression run (`E0_Application_Report.md`).
5. **Application-fidelity audited** (CODEX, independent) — `FIXES_NEEDED_BEFORE_RATIFY`; 61/64 edit units landed clean, F1–F4 fixed + re-verified (`E0_Application_Fidelity_Audit_CODEX.md`).
6. **Final design pass** — ChatGPT + Claude, **both `MINOR_FIXES_THEN_RATIFY`** (no family-architecture defect); 8 consolidated fixes applied + re-verified (`E0_Design_Fix_Record.md`).

**Design-pass fixes accepted:** render↔§22 bidirectional binding; blocked-outcome `attempted_payload_hash`/`dispatched_payload_hash` split; same-machine outcomes `allow|block`; warrant monotonicity scoped to trigger emission; B8 MFC rows; §18 egress phase + fixture; §3.1.1 column→charter mapping; `ReasonCodeCategory` E0-owned base.

## Discharge sweep (done 2026-06-01)

- **Import Graph**: +`DOC80 core → EC` ECSeamContract pins (§1/§3/§4/§7/§8).
- **Retired Names**: 14 → 17; logged the 14 illustrative R1 `ContextProductKind` names as do-not-reintroduce.
- **STAGE_6_CHARTER_INPUT_INDEX**: +ADQ-313 to the E0 input list.
- **Architect Decision Queue**: E0-ratification note — ADQ-203/208/210/211/310/313 landed in E0; ADQ-207/209/312 *consumed-not-resolved* (honored; authority unchanged); ADQ-403/404 remain future-completion; **no ADQ status changed** (all already resolved at Stage 4).
- **OPA V4**: E0-ratification note (§6.Z/Z2/Z3 stand; per-owner folding remains the documented deferral).
- **Open_Issues_Map**: status → ratified + discharged.
- **E0_Red_Team_Review_Prompt**: stale synthesis path `Red Team Ready/` → `Red Team Responses/` fixed.

## Deferred (recorded, not done here)
- **SPEC_STATE** Core-Specs DOC80 row → at DOC80 graduation to `Current Specs/DOC80…` / nightly spec-sync (DOC80 is a ratified charter, not yet an operative spec file; flatten status is tracked in this ledger + the dashboard).
- **OPA** per-owner folding + 521/538 count reconciliation → next OPA patch round (documented deferral).
- NAMED-only schema **bodies** (`MemoryMutationEnvelope`, `MemoryProvenanceGraph`, `ResumeProjection`/`ResumeCard`, `FinalPromptTruthRef`) → Stage 7.
- ABC §21 Owner Map rows, AC-004/005 completion, etc. → per the §15.4 gate table.

**E1/E2 — Scope/Policy (DOC81), lockstep pair.** E0 hands it `OBL-D81-TOPIC-COLLECTION-SUPPRESSION-01` (topic privacy layer, ADQ-406) and `OBL-PROPA-LOCALFILEEXPORT-OUTBOUND-PATCH-01` (PropA outbound-matrix fix). High-risk slice → requires architect charter approval before drafting.
